Rules
I: Mission:
The purpose of this league is to use Front Office Football simulate and resussitate the lost WFL and USFL teams of the 70's and 80's and have a good time doing it.
II: League Structure:
The UFL is comprised of two conferences, each consisting of four largely geographical divisions and sixteen teams, primarily reflecting the make up of their original leagues.
The American Conference (or AC, or World Conference) is made up almost entirely of teams from the World Football League as formed in 1974 and 1975. Several teams from the other, younger league were moved into the Eastern Division to even out the sides.
The National Conference (of NC, or US Conference) is made up of teams that played in the United States Football League between 1983 and 1985.
The league is supervised by an Acting Commissioner who is supported by a Board of Directors, each post made up of general managers (GMs) of the league's teams.
The Board of Directors may invite or disinvite other GMs with a majority vote of all board members. The Acting Commissioner may also appoint members to the Board. The Board's purpose is to assist the Acting Commissioner make whatever decisions are needed and not clearly spellled out in this document, and to assist in naming a new Acting Commissioner when the current one decides to step down. The Board may also fire an Acting Commissioner by a unanimous vote of all Board members. In all other matters, the Acting Commissioner's decisions are final and binding.
The Acting Commissioner's role is to run the game simulation effectively and on a reasonable schedule, process trades, and oversee the league's annual rookie draft. The Acting Commissioner will also decide, whenever necessary, what penalties may occur, if not defined, in the case of any rule violation.
Individual general managers may appeal a decision of the Acting Commissioner to the Board.
In an effort to remain true to the franchises that this league is based
on and their histories, team names, and representations of uniforms or
logos for any team are restricted to those of their actual historical
counterparts, unless agreed upon by the Board of Directors.
At the end of each season, the General Manager that makes the most
profit for his team while having a winning record will be awarded the
Davidson/Dixon Award For Financial Health, named after the founders of
the original USFL and WFL. The Dixon/Davidson award-winner may choose
to rebrand his team and make changes to his team name, uniform, or
logo. Any changes must be approved by the Board of Directors.
Franchises may not move from their current locations unless done
through the in-game method of working with your local community and the
community that you would like to move to. Any manager can move their
franchise if the FOF-required steps are taken. If a team does move, and
would like to change their name and logo to reflect their new city,
they can request to do so by contacting the Acting Commissioner who
will submit the change for Board Approval.
III: Rules:
A. Game Play:
1. Any action not allowable by the game software is prohibited. This includes, but is not limited to trades for draft picks in a season too far in the future to process, or conditional trades.
2. Any measures taken by a general manager that may be considered an exploit of the software (as determined by the Acting Commissioner or Board of Directors) is prohibited.
3. Any measures which are clearly determined to be to the detriment of one's one team record or players for any reason, including but not limited to, gaining advantage in the annual rookie draft, or to change a player's value for the worse, are prohibited. General Managers should not change a player's position so often or so severely that it will ruin his career. General Managers must not 'throw' games.
4. Violations of the spirit or letter of the league rules by a general
manager is subject to disciplinary action. The league Board of
Directors shall determine by majority vote the proper punishment for
the infraction, which may include removal from the league.
B. Forum Sportsmanship:
1. Members of this league are here primarily to have a good time and play the game in a welcoming, friendly environment. While some of the interaction in the forum may be argumentative, taunting or complaining, it is required that all members of this league practices good sportsmanship as defined here: http://dictionary.reference.com/browse/sportsmanship
C: Participation:
1. General Managers are required to submit exports for any stage determined by the league to be manatory. Mandatory exports will be listed on the league website. If a General Manager should miss two such stages in the course of one full season, they will be on a probationary status, and any other missed stage could mean dismissal from the league. 2. General Managers may miss required stages if they alert the Commissioner either through private message or forum posting. If the stages missed span more than three game weeks or are required to maintain a full roster, the team may be temporarily set on CPU control and held aside until such GM in good standing returns to that that team. If a GMs absence spans more than six regular season weeks, even if excused, the Board of Directors may vote to offer the team to other members. 3. Collusion between general managers is prohibited. If a general manager suspects collusion, they should alert the Acting Commissioner before making public accusations. Collusion is defined here: http://dictionary.reference.com/browse/collusion 4. General Managers may only run one team at a time during a single full season, except by permission of the Acting Commissioner AND Board of Directors. Collusion rules will apply in all such rare cases, if ever they occur. General Managers may not create multiple forum user names for this purpose. Violation of this rule will mean expulsion from the league.
IV: Trades: A. Trades are enacted by one of the members posting the the details of the trade in a forum specified for that and may not be processed until confirmed by the other party or parties. Public commentary in regards to unprocessed trades is highly discouraged. Until a trade is processed by the Acting Commissioner, the details of the trade are not considered to be open for debate by other members of the forum and league. B. Conditional trades are not allowed. C. Trades involving picks beyond the ability for the Acting Commissioner to process are not allowed.
V: Draft:
A. For the purpose of everyone's enjoyment and a tolerable speed, failure to make a draft selection by the required time - as spelled out in advance before the draft - will cause the Acting Commissioner or one of his appointed Draft Deputies to make a pick for that team. When making a selection for a missing general manager, the pickmaker will use the list of the teams three most important needs as determined by the in-game scout consensus - as spelled out by the 'Team Needs' screen and take the player with the best adjusted rating (as also determined by in-game scout consensus) and select that player, regardless of previous picks or personal opinions.
B. Failure to make three picks within the predetermined time lines will forfeit their selections to the process described above.
C. Picks may be made by web application, forum, or preference list as long as they are made in a timely fashion or ahead of time.
